The People's Committee of Ho Chi Minh City, Vietnam issued a plan to implement the National Strategy for Digital Economy and Digital Society Development until 2025, with orientation to 2030.

The contents referenced in Plan 2649/KH-UBND of 2023 implementing the National Strategy for the Development of the Digital Economy and Digital Society to 2025, with orientation to 2030, issued by the People's Committee of Ho Chi Minh City.

Digital economy development objectives by 2025 of Ho Chi Minh City, Vietnam

The digital economy and digital society development objectivess of Ho Chi Minh City, Vietnam are as follows:

(1) Digital economy development

Basic objectives by 2025:

- The digital economy's proportion reaches 25% of GRDP;

- E-commerce's proportion in total retail sales reaches over 10%;

- The rate of enterprises using electronic contracts reaches over 80%;

- The rate of small and medium-sized enterprises using digital platforms reaches over 50%;

- The rate of digital economy labor force in the workforce reaches over 2%.

(2) Digital society development

Basic objectives by 2025:

- The rate of adults with smartphones reaches 85%;

- The rate of population aged 15 and above with payment transaction accounts at banks or other authorized institutions reaches 80%;

- The rate of the working-age population trained in basic digital skills reaches over 70%;

- The rate of households with broadband fiber-optic internet reaches 90%;

- The rate of adults using online health consultation services and remote medical examination and treatment reaches over 30%;

- The rate of people with electronic health records reaches 90%;

- The rate of higher education, vocational education institutions that complete digital management models, digital activities, data standardization, and open digital content repositories reaches 80%.

Development of digital economy and digital society foundations

The development of digital economy and digital society foundations includes the following contents:

1. Improving institutional framework

- Proactively propose, comment on, amend, and supplement mechanisms, policies, and laws in each sector in line with the requirements of developing the digital economy and digital society.

- Develop and guide a controlled legal framework for piloting (sandbox) for new digital services and new digital economy business models not yet clearly regulated by law.

2. Developing infrastructure and digital platforms

- Continue to expand and complete the City’s Data Integration and Sharing Platform (LGSP) to share data among the City’s agencies and successfully connect with the National Data Integration and Sharing Platform (NGSP).

- Enhance mobile broadband (3G, 4G, towards 5G) and fixed broadband (fiber-optic) network coverage and quality to commune, street, and quarter levels to facilitate public access to technology.

- Develop and implement a program supporting smartphones with internet connection for poor, near-poor, and low-income households with difficult circumstances.

3. Developing digital data

Effectively implement tasks according to Decision 328/QD-UBND dated February 06, 2023 of the City People's Committee approving the Ho Chi Minh City Data Governance Strategy to 2025, with orientation to 2030, ensuring the following objectivess:

- Establish databases and foundational information systems to serve digital transformation and build the smart city of the City.

- Promote the exchange, sharing, use, and reuse of data among the City’s state agencies, aiming for data-driven governance and decision-making.

- Provide unified, reliable, secure, and safe data for people, businesses, and researchers to exploit and use for added value creation, contributing to the economic and social development of the City.

- Enhance the capacity and skills of the City's officials in data governance.

4. Ensuring information security and cyber safety

Ensure the requirements of network information security while developing digital infrastructures and platforms.

5. Developing digital workforce

- Develop and implement the "Learning from Practical Work" Program, wherein state agencies act as intermediaries between universities, colleges, training institutions, and businesses to develop human resource training programs based on actual needs and business orders; organize regular short-term internship programs to increase job exposure opportunities for students, thereby better orienting them for future careers and supplementing technical human resources for businesses. Develop and implement a digital platform connecting training institutions with businesses to promote learning from practical work, training, and digital skills retraining for workers, connecting labor market supply and demand.

- Develop and implement programs teaching and learning digital skills and STEM/STEAM in primary and secondary education. Focus on training, educating teachers, and equipping sufficient devices, robotics, and software. Encourage educational institutions to cooperate with organizations and businesses providing digital skills, STEM/STEAM, and robotic training services.

- Develop and implement content management platforms, shared learning management platforms for educational institutions at the primary and secondary levels; develop and standardize digital learning materials, helping teachers spend more time interacting with students and improving lesson quality.

6. Developing digital skills, digital citizens, and digital culture

- Organize basic digital skills, advanced digital skills, and technical skills training programs for leaders, technical staff, IT specialists, digital transformation staff, officials, public employees, and workers in state agencies and businesses, and household businesses. Train students and pupils in universities, colleges, vocational education institutions, and general education to reach digital skills standards.

- Implement widespread digital citizen development programs, ensuring every adult has a digital identity, digital account, digital tools, and is trained in digital skills. Promote programs supporting and popularizing digital connection to citizens. Encourage the use of IoT devices to monitor and serve their daily lives and production, business activities.

- Organize wide-ranging digital culture development programs among all population layers. Propagate, guide, and encourage citizens to access the Internet, register accounts, and use digital services, with a focus on online public services, digital health, digital education, social networks, online trading, electronic payments, and exploiting digital utilities and resources on the Internet. Guide citizens on basic information security skills to protect their accounts and data in cyberspace.

7. Developing digital enterprises

- Mobilize small and medium enterprises in the City to participate in the SME digital transformation support program built by the Ministry of Information and Communications announced at sme.mic.gov.vn and smedx.vn.

- Strengthen communication to enterprises in the City about the Enterprise Digital Transformation Assessment Index, including three indices: (1) Small and Medium Enterprise Digital Transformation Assessment Index; (2) Large Enterprise Digital Transformation Assessment Index; (3) Corporate Group Digital Transformation Assessment Index, and participate in the "Enterprise Digital Transformation Assessment Portal" at https://dbi.gov.vn/ built by the Ministry of Information and Communications.

- Implement Decision 1185/QD-UBND in 2021 of the People's Committee of Ho Chi Minh City approving the Development Support Program for IT and Communication Enterprises and Products 2020-2030.

- Implement the Comprehensive E-Commerce Development Plan in Ho Chi Minh City 2021-2025” (according to Decision 313/QD-UBND in 2022 of the People’s Committee).

- Implement activities supporting small and medium enterprises in digital transformation. Cooperate with schools, institutes, and associations to organize training programs, disseminate knowledge and promote digital transformation in the business community; connect digital transformation service providers with enterprises in need.

- Implement activities to promote the innovative startup ecosystem according to Decision 672/QD-UBND in 2021 approving the Scheme supporting the development of Ho Chi Minh City’s innovative startup ecosystem 2021-2025.

8. Developing digital payments

- Implement support programs for hospitals to adopt cashless payments and digital transformation in management.

- Implement support programs for schools to adopt cashless payments and digital transformation in management.

- Support commercial banks, electronic, telecommunication, and financial companies to research and deploy digital payment methods, and develop additional payment systems.
