Resolution 244/2008/NQ-HDND orients the service sector development of Nghe An until 2020 as follows:

- Development of maritime trade: Establish a free trade zone, commercial transaction centers, wholesale and retail centers, import-export cargo hubs, in connection with Cua Lo port. Prioritize the development of export trade, entrusted export-import, temporary import-re-export, trade promotion services, and supporting services for the trading of goods, etc. Prepare necessary conditions to develop East Hoi seaport trade at an appropriate stage.- Development of maritime transport services: Gradually build a suitable fleet for the transportation of import-export goods. Develop a synchronized, rational fleet structure for oceangoing vessels in line with transportation needs, including specialized bulk carriers, dedicated container ships, etc.- Develop a variety of other port and maritime services such as: Ship agent and maritime brokerage services; tugboat services; sea freight agency services; supply services for ships, crew; goods receipt and tally services; cargo handling, warehousing, import-export, transit transshipment; ship repair services at ports; marine environmental sanitation services; sea rescue services, etc.- Other commercial activities: Establish commercial centers, supermarkets in urban areas and economic hubs. Continue building and completing the market system at traffic junctions and rural residential clusters. Develop and upgrade the warehouse system, especially key warehouses. Plan and invest in the development of a system of gasoline stations along coastal traffic routes, fishery logistics service facilities.- Vigorous development of education, training, and healthcare services in Vinh city and district-level town Cua Lo. Selectively, firmly, and healthily develop other service industries according to national standards, such as finance, consultancy, science and technology, property business, investment, high-intelligence services, technology research and application, culture, sports, etc.
