Resolution 244/2008/NQ-HDND outlines the development orientation for the healthcare system and public health in Nghe An Province until 2020 as follows:

- Invest in completing the physical infrastructure of the healthcare network, especially at district and commune levels, ensuring that 100% of commune health stations meet national healthcare standards by 2015, and improving the quality of primary healthcare for the people;

- Prioritize training of commune-level doctors, specialized doctors, and postgraduate doctors to reach the national average number of doctors per ten thousand people by 2015, improve management staff in the healthcare field, implement policies to encourage healthcare workers to serve at the grassroots level; train and cultivate leading specialized staff, highly specialized doctors capable of fulfilling the tasks of the Regional Health Center for Northern Central Region;

- Integrate medical treatment activities with health tourism. Effectively provide health insurance services as well as high-quality medical examination and treatment services for those in need;

- Invest in the construction of a new 300-bed general hospital in Cua Lo with modern equipment that meets international standards, catering to the high-quality healthcare needs of the people, sailors, experts, and foreign tourists;

- Link healthcare activities with sea rescue and salvage operations. Increase investment in research and application of traditional medicine in disease prevention, treatment, and drug production. Effectively implement population and family planning work, especially in coastal and remote areas.
