Administrative Reform Plan in 2023 of the Ministry of Culture, Sports, and Tourism of Vietnam has the following outstanding contents:

Development of the Law on Advertising (amended) in Vietnam

Specifically, the task of institutional reform has a number of contents, for example:

- Deploy the development of projects on the Law on Cultural Heritage (amended); the Law on Advertising (amended); and research, review, and propose the development of a Performing Arts Law and detailed regulatory documents after the Laws are promulgated.

- Effectively implement the Project to improve the legal system on culture and family for the period 2021–2026; continue to develop a project to orient the work of perfecting the legal system on culture, sports, and tourism for the period 2026–2030.

Successfully complete the task of presiding over the development of Government Decrees assigned in the program; Research and propose necessary law projects and legal documents in the fields of culture, family, physical education, sports, and tourism to be included in the program for the following years to contribute to improving the business investment environment; Proactively and actively develop the Minister's Circular to contribute to perfecting regulations on industry management.

Research and effectively comment on draft legal documents sent for comments by ministries, branches, and localities.

- Deploy the work of monitoring the law enforcement situation; the work of monitoring the law enforcement situation on handling administrative violations; carry out inspection, review, systematization, codification, and consolidation of legal documents.

- Implement inspection and examination of the implementation of policies and laws within the scope of the state management of the Ministry.

- Organize and effectively deploy the 2023 Law Dissemination and Education Plan;

Effectively implement the Project to innovate and improve the effectiveness of legal dissemination and education in the period 2022–2026;

Organize policy communication on legal documents that have a major impact on society in the process of developing legal documents for the Industry;

Organize forums and dialogues; conduct specialized reportage; build a legal question and answer section; Post news and articles in the media; Implement legal dissemination and education on information technology applications; Deploy and organize activities to respond to Law Day 2023, ensuring practicality and effectiveness.

To provide 100% of administrative procedures eligible for level 4 online public services on the National Public Service Portal in Vietnam

Regarding the task of building and developing e-Government and digital government:

- Implement digitization and reuse results of digitizing records and results of handling administrative procedures related to information and personal documents in receiving and resolving administrative procedures to enrich, update, supplement, connect, share, and effectively use the National Population Database to serve administrative procedures.

- Continue to restructure processes, integrate, and provide 100% of administrative procedures eligible for level 4 online public services on the National Public Service Portal.

- Implement assigned tasks in the E-Government Development Strategy towards Digital Government for the period 2021–2025, orientation to 2030, and the National Digital Transformation Program.

- Drastically deploy assigned tasks in Decision 06/QD-TTg dated January 6, 2022, of the Prime Minister on the development and application of population data, electronic identification, and authentication to serve the national digital transformation period 2022–2025, Vision 2030.

- Effectively deploy the information and reporting system of the Ministry of Culture, Sports, and Tourism, serving the direction of the Minister.

- Deploy and operate the task assignment system of the Ministry of Culture, Sports, and Tourism.
