- Building new value chain linkages associated with production and product consumption; supporting the formation of linkages between enterprises, business establishments with cooperatives and the people.- Consolidating and upgrading existing value chain linkages associated with production and product consumption in localities, focusing on building stable raw material areas; supporting the application of synchronized production techniques, quality management as required; enhancing preliminary processing, processing capacity and market development.

This implementation process will be carried out according to the production development handbook issued by the Ministry of Agriculture and Rural Development.
