Development of breeding housing and waste treatment industry until 2030

On July 03, 2024, Deputy Prime Minister of Vietnam - Tran Luu Quang signed and issued Decision 587/QD-TTg approving the Scheme for the Development of breeding housing and waste treatment industry until 2030 until 2030 (referred to as the Scheme).

(1) The overall objective of the Scheme aims to modernize livestock housing equipment and technology to meet the requirements for the development of biosecure livestock farming, disease-safe livestock farming, environmentally friendly practices, and humane treatment of animals; to enhance the capacity for managing and treating livestock waste to protect the environment and effectively use livestock waste for various purposes.

To be specific:

- The Scheme aims for a localization rate by value of 80% for livestock housing systems and equipment.

- Medium and large-scale livestock farms will use livestock housing equipped with modern equipment reaching 70%; pig and poultry farms with closed livestock housing will reach 70%;

- Applying livestock waste treatment measures and building biogas projects of various types at the maximum level for livestock households.

- The total amount of organic waste from livestock activities collected, treated, and reused for various purposes will reach the highest possible level.

(2) The Scheme proposes 4 tasks and solutions for implementation

- Researching, designing, and developing the supporting industry for manufacturing and producing modern and synchronized livestock housing equipment to limit environmental pollution:

+ Researching, designing, manufacturing, and testing livestock housing equipment, and livestock waste treatment equipment for farm-scale livestock farming;

+ Developing content and training programs related to livestock housing and livestock waste treatment.

- Researching to innovate technology for livestock farming processes and livestock housing towards automation:

+ Enhancing capacity, developing materials for good livestock practice (VietGAHP), organic livestock farming, and biosecure certification processes;

+ Researching and developing new systems of livestock housing that ensure biosecurity and disease safety in livestock farming activities.

- Encouraging the application of high technology, advanced technology, and new technology for livestock waste treatment:

+ Researching and developing high, new, advanced, and clean technologies in livestock waste treatment;

+ Applying technical advancements in livestock waste management towards proactive prevention.

- Developing circular livestock farming models to enhance the economic and ecological efficiency of livestock farming:

+ Evaluating and perfecting circular livestock farming processes for major livestock species associated with the VietGAP model and biosecurity for sustainable development, extending the livestock value chain;

+ Converting livestock waste into organic fertilizer production models or models for breeding insects and organisms fed to livestock and fish to enhance economic and ecological efficiency in livestock farming.

(3) The Scheme outlines 4 tasks and priority projects including

- Researching the current status of circular livestock farming models and biosecure livestock farming to improve economic and ecological efficiency in livestock farming.

- Researching and developing the supporting industry for modern livestock housing equipment manufacturing.

- Applying technology in livestock waste treatment.

- Evaluating the current status and proposing smart livestock housing technology activities and livestock waste treatment systems towards a circular economy.
