On December 20, 2008, the People's Council of Nghe An Province issued Resolution 244/2008/NQ-HDND approving the master plan for socio-economic development of the coastal and marine areas of Nghe An Province, Vietnam until 2020.

Resolution 244/2008/NQ-HDND outlines the development directions for the forestry and industry sectors in Nghe An, Vietnam until 2020 as follows:
1. Development of Coastal Forestry
- Focus on the care and protection of forests on hill lands, sandy lands, mangrove areas, and islands within the protected and production forest areas. Complete the afforestation of planned but yet un-forested land areas by 2015. Particularly prioritize the planting, protection, and care of protective forests along essential sea dikes. Pay attention to the conservation and development of mangrove forests, ensuring that mangrove forest areas are not lost due to the development of other industries.
- Encourage the establishment of forestry farm models on hill lands and coastal sandy lands, combined aquaculture-forestry farms in coastal mangrove areas.
- Develop scattered tree planting in urban areas, industrial zones, tourist areas, parks, and along traffic routes, aiming for a green space ratio of 8-10 square meters per person.
- Develop industries associated with the advantages of resources, raw materials, and labor in coastal areas; industries associated with marine exploitation and seaports; labor-intensive industries; export-oriented industries; and advanced technology industries that do not negatively impact the environment.
- Prioritize attracting large enterprises and multinational companies to spearhead the development of the Nghe An coastal region.
- Promote, mobilize, and create favorable conditions to attract investment projects to fill existing industrial zones and the Dong Nam Economic Zone; establish additional modern industrial zones; focus on investing in and completing infrastructure for industrial zones and economic zones; emphasize the development of industrial clusters and various forms of small and medium-sized industries to serve as satellites for industrial zones and economic zones.
- Continue expanding production, improving the quality and competitiveness of existing industrial products, and developing new key products with significant impact, such as shipbuilding and repair, mechanical manufacturing, high-tech industries (electrical equipment, electronics, informatics, telecommunications, biotechnology, new materials, etc.), and other supporting industries.
