Development and Approval of the Plan for Transportation of Industrial Explosives

Circular 85 Provisions

Annually, subordinate agencies, units, and enterprises report to their superior agencies, units, and enterprises under the Ministry of National Defense. Joint-stock companies with state capital represented by the Ministry of National Defense must report to the General Staff on the need for transporting industrial explosives, explosive precursors, and quarterly periodic supplement needs using Form No. 01 specified in the Appendix issued with this Circular, accompanied by the necessary documentation proving the transportation eligibility including:

- A copy of the Certificate of Eligibility for Production, Business License for enterprises producing, trading in industrial explosives, explosive precursors; a copy of the License for the use of industrial explosives for organizations, enterprises using industrial explosives; a copy of the Enterprise Registration Certificate, Certificate of Eligibility for Security and Order for transporting industrial explosives, explosive precursors for enterprises registered in the transport of goods sector.- The list of vehicles transporting industrial explosives, explosive precursors accompanied by copies of the Vehicle Registration Certificate and Vehicle Circulation Permit.- The list of vehicle operators, escorts, loaders accompanied by copies of the Vehicle Operator License for the vehicle operators, Safety Technique Training Certificate for industrial explosives, according to regulations, and the valid Firefighting and Prevention Training Certificate.

Agencies, units, and enterprises under the Ministry of National Defense are to compile and develop annual plans for the transportation of industrial explosives, explosive precursors, and quarterly periodic supplement plans using Form No. 02 specified in the Appendix issued with this Circular, reporting to the Chief of the General Staff.

The Chief of the General Staff considers, approves the transportation plans of industrial explosives, explosive precursors of agencies, units, enterprises under the Ministry of National Defense.
