Developing the Poverty Reduction Model Plan

Circular 18 stipulates the annual and periodic planning for activities supporting production development, livelihood diversification, and poverty reduction model expansion as part of the National Target Program for Sustainable Poverty Reduction.

The activities supporting production development, livelihood diversification, and poverty reduction model expansion must align with local agricultural production development plans, rural development construction plans, and proposals.

The construction of plans for supporting production development, livelihood diversification, and poverty reduction model expansion, as prescribed in Circular 18, must be in accordance with the annual State budget balance, by stages, and estimates of other resource mobilization capabilities. To be specific:

- Annually, at the beginning of the planning period, following the guidance of central agencies, the Department of Agriculture and Rural Development will preside, in cooperation with the Department of Labor, Invalids and Social Affairs and relevant departments and sectors, to provide orientation information and propose the allocation of central and local capital for the district level to implement activities supporting production development, livelihood diversification, and poverty reduction model expansion; the district-level People's Committee will provide orientation information and propose capital allocation for the commune-level People's Committee.- Commune-level People's Committees propose activities for supporting production development, livelihood diversification, and poverty reduction model expansion based on coordination, integrating capital sources, mobilizing community and citizen's internal resources.- The activities supporting production development, livelihood diversification, and poverty reduction model expansion are consolidated from the commune level to the district level, from the district level to the provincial level.- The Department of Agriculture and Rural Development consolidates the plan for supporting production development and livelihood diversification; the Department of Labor, Invalids and Social Affairs consolidates projects for the poverty reduction model expansion and submits them to the Department of Agriculture and Rural Development for consolidation and submission to the provincial-level People's Committee for approval.
