According to Decree 78/2011/ND-CP, the regulations on developing and practicing firefighting plans at national defense facilities are as follows:

- The Ministry of National national defense is responsible for directing and guiding national defense facilities to develop fire prevention and firefighting plans, as well as developing and practicing firefighting plans and managing them closely during the implementation process; coordinating specifically with firefighting and rescue forces and the firefighting forces of other units in the deployed area as per the defined responsibility. Organize training and practicing of approved firefighting plans.

- The Ministry of Public Security is responsible for directing relevant agencies of the Fire and Rescue Police force to cooperate with national defense facilities in developing fire prevention and firefighting plans, and developing and practicing firefighting plans at national defense facilities in the managed area.

- The Ministry of National national defense chairs and cooperates with the Ministry of Public Security to direct national defense facilities to develop fire prevention and firefighting plans, and construct and implement firefighting plans in cases of major and complex fires occurring at national defense facilities.

The approval of these plans is carried out as follows:

- The Ministry of National national defense is responsible for directing national defense unit establishments to approve firefighting plans at national defense facilities as per the authority defined in current fire prevention and firefighting legal documents.

- The Ministry of Public Security is responsible for directing the Fire and Rescue Police agency to approve firefighting plans for national defense facilities within the managed scope and area when the plan involves mobilizing forces and equipment from multiple agencies and organizations.

- For firefighting plans in cases of major and complex fires occurring at national defense facilities requiring mobilization of forces and equipment from localities, ministries and central authorities, and other units, both Ministries' competent authorities approve these plans. The Minister of Public Security and the Minister of National national defense will regulate and decentralize the authority for approving firefighting plans.
