Determining the Reliability of Forecasting and Warning Range in Meteorology and Hydrology

The Ministry of Natural Resources and Environment issued Circular 42/2017/TT-BTNMT on October 23, 2017, specifying the regulations on determining the reliability of the scope of meteorological and hydrological forecasting and warning.

Circular 42 stipulates the determination of reliability regarding the scope of meteorological and hydrological forecasts and warnings as follows:

For floods, inundation, drought, saline intrusion:

- In cases where only 01 to 02 rivers or areas are forecasted or warned for floods, inundation, drought, saline intrusion: The quality of the forecasted and warned scope is determined as "reliable" when at least 01 river or 01 area is forecasted or warned to experience floods, inundation, drought, saline intrusion, and determined as "unreliable" when no rivers or areas are forecasted or warned to experience floods, inundation, drought, saline intrusion, or such phenomena occur in the area without being warned;- In cases where 03 or more rivers or areas are forecasted or warned for floods, inundation, drought, saline intrusion: The quality of the forecasted and warned scope is determined as "reliable" when over 50% of the rivers or areas are forecasted to experience floods, inundation, drought, saline intrusion, and determined as "unreliable" when less than 50% of the rivers or areas are forecasted or warned to experience floods, inundation, drought, saline intrusion, or such phenomena occur in an area without being warned.

For flash floods, landslides, land subsidence due to rainfalls or river flow: The quality of the forecasted and warned scope is determined as "reliable" when at least 01 area is warned to experience flash floods, landslides, land subsidence due to rainfalls or river flow, and determined as "unreliable" when no area is warned to experience flash floods, landslides, land subsidence due to rainfalls or river flow, or such phenomena occur in an area without being warned.
