Determining the Expenditure for Organizing Scientific, Technological, and Engineering Innovation Competitions and Contests

Currently, the expenses for organizing the Vietnam Science and Technology Innovation Award, Technical Innovation Contest, and Youth Creative Contest include: Award expenses for organizations and individuals with winning projects, solutions, and topics in science, technology, and technical innovation contests; Reward expenses for agencies, organizations, and individuals with outstanding achievements in the propagation, mobilization, and organization of science, technology, and technical innovation contests; Expenses for organizing the selection and awarding process; and remuneration for members of the Organizing Committee and Secretariat during the organization of the science, technology, and technical innovation contests as approved by the competent authority.

In addition to the above expenses, Circular 27/2018/TT-BTC also stipulates other expenses serving the organization of science, technology, and technical innovation contests: To be implemented according to current regulations on policies and spending norms of the state budget, payment according to contracts and actual expenses arising within the approved budget by the Head of the Organizing Committee for science, technology, and technical innovation contests; including:

- Expenses for propagating and mobilizing organizations and individuals to participate in science, technology, and technical innovation contests; and for propagating about award-winning projects, solutions, and topics.- Organizing the Launch Ceremony, Summary Ceremony, and Award Presentation for science, technology, and technical innovation contests (including expenses for renting venues, decorating, arts performance, and other expenses directly related to the organization of the Launch Ceremony, Summary Ceremony, and Award Presentation).- Renting venues for displaying and exhibiting award-winning projects, solutions, and topics during the award-giving period at local, domestic, and international locations.- Office supplies expenses, payment of public service fees (electricity, water, communication), printing documents, making trophies, and yearbooks for science, technology, and technical innovation contests.- Hiring labor to perform other tasks related to the organization of science, technology, and technical innovation contests.- Organizing conferences, seminars; renting transportation means and business trip allowances for the Organizing Committee, Steering Committee, and Secretariat according to the approved program and plan: To be implemented according to the regulations in Circular 40/2017/TT-BTC dated April 28, 2017, of the Ministry of Finance on policies for business trip allowances and conference expenses.
