Determining Admission Criteria for Primary Educational Level from February 08, 2019

This is notable content stipulated in Circular 34/2018/TT-BLDTBXH amending and supplementing certain provisions of Circular 42/2015/TT-BLDTBXH dated October 20, 2015, regulating the training of elementary level.

To be specific: according to the provisions at Clause 1, Article 1 of Circular 34/2018/TT-BLDTBXH amending and supplementing Clause 1, Article 14 of Circular 42/2015/TT-BLDTBXH, primary-level training institutions, based on training organization conditions (programs, curricula, training materials; teachers, vocational instructors; facilities, training equipment, etc.) and the needs of learners and labor demand of enterprises, shall be autonomous and bear responsibility for determining annual admission quotas at the primary vocational level of their units as per regulations.

After determining the admission quota for the primary vocational level, before October 31 each year, the primary vocational training institution shall develop an admission plan for the following year, including: quantity, vocational fields, target groups, time, recruitment locations and send it to the Department of Labor, Invalids, and Social Affairs where the training is organized and to the directly managing Ministry or sector.

No later than 3 (three) months before organizing admissions, the primary vocational training institution must publicly announce: the admission quotas for each vocational field; admission targets, recruitment areas, and the deadline for application submission; the time for selection and selection criteria.

In addition, Circular 34/2018/TT-BLDTBXH also stipulates that the target group for primary-level vocational training admission is persons aged 15 (fifteen) years and above, with appropriate educational levels and health suitable for the vocation to be learned. For specific vocational fields in the list promulgated by the Ministry of Culture, Sports, and Tourism after consensus with the Ministry of Labor, Invalids, and Social Affairs, admissions can be conducted for persons below 15 (fifteen) years of age.
