Determining 03 Principles in Internal Inspection of Market Management

Recently, the Ministry of Industry and Trade has issued Circular 20/2019/TT-BCT regulating internal inspections of compliance with the law in the official activities of the Market Management force.

Circular 20/2019/TT-BCT stipulates internal inspection of law compliance in the public service activities of the Market Surveillance force to ensure adherence to legal regulations in their public service operations; promptly detect and commend positive factors, immediately rectify mistakes and limitations, and strictly handle violations of the law; serving as a basis for official evaluation and the consideration of emulation titles and commendations.

At the same time, through internal inspection, identify limitations and inadequacies to propose necessary measures for amending and supplementing mechanisms, policies, and laws regarding the organization and public service activities of the Market Surveillance force; and plan for the training and fostering to enhance the competence and moral qualities of the officials.

Internal inspection of law compliance in the public service activities of the Market Surveillance force must adhere to the following 03 principles:

- Internal inspection activities must be carried out according to the correct content, form, authority, sequence, procedure, and time limit as prescribed; ensuring accuracy, objectivity, truthfulness, publicity, democracy, and promptness; and must not affect the normal activities of the entity being internally inspected.- Acts of legal violations detected during internal inspection must be immediately suspended along with the application of appropriate preventive and deterrent measures and strictly handled in accordance with the law.- Acts of obstructing, causing difficulties, harassment, or negativity during internal inspection activities, or violating the regulations of this Circular, will be handled according to the law depending on the nature and severity of the violation.
