Determination of Commendation Forms in the Ministry of Industry and Trade

Article 12 of Circular 40/2019/TT-BCT stipulates the forms of commendation in the Industry and Trade sector for individuals and collectives as follows:

- Forms of State commendations:

- Orders;- Medals;- State honorary titles;- Ho Chi Minh Prize;- State Prize;- Certificate of Merit from the Prime Minister of the Government of Vietnam.

- Forms of commendations from the Ministry of Industry and Trade:

- Commemorative medal "For the Development of Vietnam's Industry and Trade Sector";- Certificate of Merit from the Minister of Industry and Trade.

Additionally, a certificate of merit is a form of commendation by the head of a unit with its own account, own seal, and legal personality.

The Circular specifies that the types of commendations in the Industry and Trade sector are regulated in Clauses 1, 2, 3, 4, and 5 of Article 13 of Decree 91/2017/ND-CP. External commendations in the Industry and Trade sector are commendations given to foreign collectives and individuals who have made contributions to the construction and development of the Industry and Trade sector.

The authority to decide the awarding of Orders, Medals, Ho Chi Minh Prize, State Prize, State honorary titles, the Government of Vietnam's Emulation Flag, National Emulation Fighter, Certificate of Merit from the Prime Minister of the Government of Vietnam is implemented according to the provisions in Articles 77 and 78 of the Law on Emulation and Commendation 15/2003/QH11 dated November 26, 2003.

The Minister of Industry and Trade decides to award the following emulation titles and forms of commendation:

- Emulation Flag of the Ministry of Industry and Trade;- Emulation Fighter of the Ministry of Industry and Trade;- Title of Excellent Labor Collective for units and enterprises under the Ministry (excluding Corporations); authorizes the heads of units with legal personality, own account, own seal to decide the granting of the title "Excellent Labor Collective" to affiliated units;- Certificate of Merit from the Minister of Industry and Trade;- Commemorative medal "For the Development of Vietnam's Industry and Trade Sector";- Other forms of commendation as considered and decided by the Minister of Industry and Trade.

Heads of units with legal personality, own account, own seal decide to award the following emulation titles and forms of commendation:

- Advanced Labor Collective;- Excellent Labor Collective;- Advanced Worker;- Grassroots Emulation Fighter;- Certificate of Merit.
