Detainees and Temporary Detainees Have the Right to Propose Opinions

According to Circular 81/2019/TT-BCA, detainees and prisoners are entitled to propose opinions to the detention facility officers about issues related to themselves and other detainees or prisoners.

Moreover, detainees and prisoners have the right to recommend concerning decisions made during their detention or imprisonment, file complaints, and denounce according to the law; propose issues to the Head of the detention facility regarding negative behaviors, shortcomings in the management and education of detainees and prisoners by the officers and soldiers working at the detention facility; mention improper speech, gestures, actions, and law violations by other detainees and prisoners.

Detainees and prisoners can provide feedback, recommendations, and proposals through suggestion boxes, direct dialogues, or other forms as stipulated by the law and Circular 81/2019/TT-BCA.

The Head of the detention facility is responsible for creating favorable conditions for detainees, prisoners, and relevant agencies, organizations, and individuals to perform these tasks. They must arrange suggestion boxes in the detention area or common living areas within the detention facility. They are required to hold citizen receptions once a month to listen to citizens' feedback, promptly resolve complaints and denunciations from citizens, and publicly post written notifications about the resolution of complaints, denunciations, and feedback. They must resolve complaints and denunciations from agencies, organizations, individuals, and detainees or prisoners according to legal regulations.
