Details on the Law Dissemination Expense Levels for Workers and Employers

According to Circular 55/2013/TT-BTC, propaganda and dissemination of laws activities aim to raise awareness of workers and employers about building cultural life and industrial labor manner when implementing the Scheme for building the cultural life of workers in industrial zones until 2015, with orientation to 2020, issued together with Decision 1780/QD-TTg are supported from state budget funds, including the following specific content and expenditure levels:

- Expenditure for conducting surveys and statistics to assess the status of legal awareness on building a cultural life of workers and employers in industrial zones as prescribed by competent authorities specified in Clauses 2, 3, and 4, Article 10, Decree 40/2004/ND-CP. The content and expenditure levels shall comply with the provisions of Circular 58/2011/TT-BTC.- Expenditure for disseminating policies and laws on building a cultural life and industrial labor manner through local mass media: The content and expenditure levels shall comply with the provisions of Inter-ministerial Circular 73/2010/TTLT-BTC-BTP.- Expenditure for constructing, producing, duplicating, and distributing publications, media products, and materials for communication activities on building a cultural life, industrial labor manner, and the movement to build cultural families among workers: Heads of agencies and units shall decide on the content and form of publications and media products suitable within the scope of the state budget estimate support and comply with the provisions of Decision 39/2008/QD-TTg and guiding documents.- Expenditure for supporting radio broadcasting at industrial zones and areas with a large number of workers, including:

- Support for publications, media products for broadcasting editorial materials.- Radio broadcasting (editing, broadcasting): Editing 75,000 VND/page of 350 words.- Remuneration for broadcasters: 15,000 VND/session but not more than 02 sessions/day.

- Expenditure for organizing exchange sessions, media education classes, thematic talks on skills in building grassroots cultural life, promoting a healthy cultural lifestyle, and industrial labor manner for workers and trade union officials at the local level: The content and expenditure levels shall comply with the provisions of Circular 97/2010/TT-BTC.
