The Minister of Information and Communications has just agreed to issue Circular 01/2020/TT-BTTTT detailing and guiding the implementation of certain provisions of the Publishing Law and Decree 195/2013/ND-CP dated November 21, 2013, of the Government of Vietnam, detailing certain provisions and measures for the implementation of the Publishing Law.

- 15 days before operating, the publishing enterprise, public service provider (hereinafter referred to as the publishing entity), must register the publishing activities according to the specific cases provided in Points a and b, Clause 1, Article 37 of the Law on Publishing.
- The registration dossier for publishing activities should be submitted directly or via postal service to the Department of Publishing, Printing, and Distribution or the Department of Information and Communications. In cases such submissions are done online, the publishing entity must possess a digital certificate issued by a certified digital signature provider and perform as instructed on the electronic portal of the Department of Publishing, Printing, and Distribution, Department of Information and Communications regarding online public service provision.
The dossier is to be prepared in one (01) set including:
- Application form for registering publishing activities;- A copy (present the original for verification) or a certified true copy of documents proving ownership or leasing agreements of the headquarters used as the business location;- A copy (present the original for verification) or a certified true copy of the household registration book or documents proving permanent residence in Vietnam of the head of the publishing entity issued by competent Vietnamese authorities;- A copy (present the original for verification) or a certified true copy of diplomas or certificates of training in publishing issued by professional publishing training institutions.
- Within 07 working days from the date of receipt of the complete dossier, the Department of Publishing, Printing, and Distribution or the Department of Information and Communications must confirm the registration of publishing activities in writing; if registration is not confirmed, a written response must be provided stating the reasons.
Note: The certificate of registration for publishing activities will no longer be valid in case the publishing entity undergoes merger, division, dissolution, or bankruptcy.
