According to Circular 06/2020/TT-BTTTT that stipulates the norms for reading, listening, watching to check the archived press, from the preparation stage to the conclusion stage for newly released journalistic works in one working day; as a basis for calculating monthly remuneration expenses for those who read, listen, watch and check the archived press. According to this process, the steps involved are as follows:
Herein:
- Preparation for inspection: It is the gathering of ready works, tools for inspection; determining the volume of works to be inspected.
- Inspection of works: It is the examination of the form and content of archived journalistic works, detecting violations according to legal regulations (Press Law; Advertising Law; Operating licenses...).
- Preparing inspection result reports: It is the preparation of comments, evaluating the outcomes of inspecting the archived journalistic works (as per the form in Appendix No. 01 attached).
Additionally, the Circular also defines terms understood in reading, listening, watching for checking the archived press as follows:
- Written news: Reflecting, recounting events; analyzing new regulatory reports, legal normative documents; comparing, evaluating events; using specialized, concise, succinct, and easy-to-understand language.
- Articles: Including synthesis, comparison, identifying new issues, using specialized language but must be easy to read and understand.
- Photos/drawings: They are quality photos or drawings with clear information about the issue being reflected; accurately reflecting the issue or event; beautiful composition, color, showcasing journalistic attributes; clearly illustrating the news articles.
- Radio, television programs: They are collections of news, articles on radio, television following a specific theme within a certain duration, with clear opening and closing signs.
- Standard printed pages:
- A standard A4 size printed page measures 21 cm x 29.7 cm (equivalent to an area of 623.7 cm²).- A printed page with a size different from A4 is converted to A4 size with the conversion factor calculated by the following formula:
Conversion factor = Area (cm²) of printed page to be converted divided (/) by the standard area of A4-sized printed page (623.7 cm²).
