Circular 95/2016/TT-BQP has been signed and issued by the Ministry of National Defense to provide guidance on the implementation of certain Articles of Decree 27/2016/ND-CP, stipulating some policies for non-commissioned officers and enlisted soldiers serving on active duty, discharged from service, and their family members.
To be specific, the dossier for the review of tuition exemption and reduction for biological and legally adopted children of non-commissioned officers and active-duty soldiers includes:
- Declaration form requesting tuition exemption policies;- Certificate of eligibility for tuition exemption.
According to Circular 95/2016/TT-BQP, the sequence and responsibilities for resolving policies are stipulated as follows:
- Non-commissioned officers and soldiers:- Prepare the declaration form requesting tuition exemption policies;- Submit the declaration form to the company, battalion, or equivalent level;- Receive the certificate of eligibility for tuition exemption policies and send it to their family to submit to public and non-public preschool and secondary education institutions.- Company, battalion, or equivalent level:- Receive the declaration form submitted by non-commissioned officers and soldiers;- Within no more than 01 working day, compile, verify, and propose to the immediate superior for resolution;- Receive the certificate and hand it over to the non-commissioned officers and soldiers.- Regiment level or equivalent: Within no more than 02 working days from the date of receipt of the proposal from the subordinate unit, complete the review and issuance of the certificate of eligibility for tuition exemption policies.
