Details of the Dossier for Receiving Benefits for People's Armed Forces Hero in Vietnam

The preparation of dossiers to receive policies for People's Armed Forces Heroes and Labor Heroes in Vietnam during the resistance period is guided by the Ministry of National Defense of Vietnam in Circular 202/2013/TT-BQP as follows:

Documents: 02 sets (kept at units under the Ministry of National Defense of Vietnam; Policy Department/General Political Department), each set includes:

- Personal declaration form (Form AH1) or declaration form of relatives, worshipers of Heroes (Form AH2).

- Certified copy of the decision to confer the title of Hero or certified copy of the Hero Medal.

- Request letter from the Head of the agency, unit as regulated in Point d Clause 3 Article 3 of Circular 202/2013/TT-BQP.

Regarding the responsibility for preparing the entitlement dossier: Individuals prepare the declaration form or relatives, worshipers prepare the declaration form with confirmation from the People's Committee at the commune level of residence, along with a certified copy of the decision to confer the title of Hero or certified copy of the Hero Medal, submit to the direct management agency, unit for confirmation, dossier preparation, and request.

Procedure for receiving the dossier and deciding on allowances:

- Regiment level and higher, each level within 10 working days from the date of receiving a complete and valid dossier, responsible for checking, reviewing, perfecting the dossier within their authority, reporting directly to the higher level, and sending to the Policy Department/General Political Department.

- Policy Department/General Political Department within 10 working days from the date of receiving a complete and valid dossier, responsible for appraising the dossier, preparing a list, and requesting the Director of the General Political Department to sign the decision:

+ Monthly allowance for Armed Forces Heroes, Labor Heroes during the resistance period (Form AH3) currently working under the management of the Ministry of National Defense.

+ One-time allowance for relatives or worshipers of Armed Forces Heroes, Labor Heroes during the resistance period (Form AH4) managed by the Ministry of National Defense, but passed away before receiving the decision to confer the title of Hero.
