Regarding this issue, LawNet would like to answer as follows:

On December 11, 2023, the Minister of Education and Training issued Circular 23/2023/TT-BGDDT regulating the teaching and learning of Vietnamese for ethnic minority children before entering first grade.

Details of the content of teaching and learning Vietnamese for ethnic minority children before entering first grade in Vietnam

Specifically, the contents of teaching and learning Vietnamese for ethnic minority children before entering first grade include:

(1) Prepare yourself for first grade

- Children are familiar with the physical environment at school and elementary school: classroom space, school, library, subject classrooms, play area, boarding area, and auxiliary buildings; school supplies; teaching equipment; and learning media.

- Children are introduced to the psychological environment in elementary school: feeling safe, a friendly environment, and being respected for the local language and culture and that of their nation.

- Children can participate in learning and other educational activities; be trained to live an independent, self-serving, and collective life according to class and school regulations.

(2) Form basic learning skills

- Skills in preparing, using, preserving, and preserving school supplies; identifying locations on small blackboards and large whiteboards in classroom and school spaces.

- Skills in using symbols and conventions used in learning, playing, and other collective activities.

- Personal working skills according to teacher's instructions; skills to seek help from friends and teachers when having difficulties in studying.

- Initial skills include working in pairs or groups and participating in common school and class activities.

- Skills to accept tasks, perform assigned tasks, and present individual and group learning results to friends and teachers at a simple level.

(3) Form and develop listening and speaking abilities.

- Know how to use Vietnamese in basic communication etiquette: thank you, apologize, ask, and answer simple questions.

- Listen - speak in initial acquaintance situations, and communicate in age-appropriate Vietnamese.

- Listen, understand, and speak a number of simple communication sentences based on topics such as suggestions, requests, and asking for permission.

(4) Form and develop reading capacity

- Practice techniques for using books; correct reading techniques: holding books, opening books, turning books; keeping distance between eyes and books; recognizing book covers and pages; text and illustrations in books; How to move your eyes from top to bottom, from left to right, reading according to levels (loudly - softly - mentally - silently).

- Strengthen the recognition and reading of single letters (one sound equals one letter), lowercase letters, and numbers from 1 to 9.

(5) Form and develop writing capacity

- Know how to sit and write in the correct posture, know how to hold a pencil with three fingers, and know how to shade letters and numbers on a notebook.

- Know how to identify horizontal lines, vertical lines, lines, squares, and coordinate points when painting letters and numbers: pen placement point, turning point, and ending point.

- Be able to draw basic stroke combinations: horizontal strokes, straight strokes, left oblique strokes, right oblique strokes; forward hook strokes, reverse hook strokes, double-ended hook strokes; closed curves, left curves, right curves; Upper notch, lower notch, upper notch, middle notch.

- Carry out activities to highlight letters, words, and numbers from 1 to 9.

These contents are arranged in a scientific order, corresponding to 20 lessons, and expressed through topics and themes that are close and suitable for children in an approach to the capacity and qualities of learners (See detailed content in the Appendix issued with Circular 23/2023/TT-BGDDT)
