Details of the Application for Issuance of a License for Non-commercial Publication Materials

On February 07, 2020, the Minister of Information and Communications issued Circular 01/2020/TT-BTTTT stipulating details and guiding the implementation of a number of articles of the Publishing Law and Decree 195/2013/ND-CP dated November 21, 2013, of the Government of Vietnam detailing a number of articles and measures for implementing the Publishing Law.

Clause 2, Article 10 of Circular 01/2020/TT-BTTTT stipulates that an agency or organization requesting a non-commercial publication license shall prepare one (01) dossier, including:

- Application for a publication license;

- Two (02) printed copies of the manuscript on paper with the seal of the agency or organization requesting the publication license on the first page and sealed across the pages, or one (01) manuscript stored in an electronic storage device in a format that does not allow interference or modification; in case of non-commercial electronic publication, submit one (01) electronic manuscript with the digital signature of the head of the agency or organization requesting the publication license;

For documents in foreign languages or Vietnamese ethnic minority languages, a Vietnamese translation with the seal of the agency or organization requesting the publication license must be attached.

Circular 01/2020/TT-BTTTT stipulates that the dossier requesting a non-commercial publication license is to be submitted directly or via postal service to the Department of Publishing, Printing, and Distribution or to the Department.

For dossiers submitted via the Internet: Submission through the online public service portal must include the digital certificate of the head of the agency or organization requesting the license to confirm the entire dossier; submission via E-mail must be a scanned copy of the paper document in a format that does not allow interference or modification, with signatures and seals like the paper document, and following the instructions on the electronic information portal of the Department of Publishing, Printing, and Distribution or the Department for online public service provision.
