Recently, the Government of Vietnam issued Decree 115/2020/ND-CP regulating the recruitment, utilization, and management of public employees.
Details on Public Employee Professional Titles in 13 Managing Ministries (Illustrative Image)
According to Article 64 of Decree 115/2020/ND-CP, the ministries that manage public employee professional titles, in addition to the duties and powers stipulated in Article 63 of this Decree, also have the following duties and powers:
- Define in detail the content, program, form, and duration of training as per the standards of public employee professional titles.
- Preside, cooperate with the Ministry of Home Affairs and relevant agencies to formulate special policies for public employees in the sector, field to submit to the Government of Vietnam, and the Prime Minister of the Government of Vietnam.
- Specify codes, standards for professional titles, and salary arrangement for public employee professional titles in the managed sectors and fields after obtaining consensus from the Ministry of Home Affairs;
- Organize examinations or assessments for promotion to rank I professional titles.
