The Minister of Education and Training in Vietnam promulgated Circular 13/2023/TT-BGDDT dated June 26, 2023 stipulating the supervision and evaluation of quality accreditation organizations of higher education and pedagogical colleges.

1. Details of evaluation criteria for higher education quality accreditation organizations in Vietnam

Specifically, according to Article 8 of Circular 13/2023/TT-BGDDT, the criteria for evaluating educational quality accreditation organizations are as follows:

1.1. Criterion 1: Organization and Management

- Criterion 1.1: Education accrediting organizations ensure the maintenance of conditions for permitting education quality accreditation activities;

- Criterion 1.2: Vision, mission, strategy, and culture of an education accreditation organization are built, implemented, evaluated, and adjusted in accordance with the development goals of a legal entity with the main function of accrediting education quality;

- Criterion 1.3: Develop and issue internal documents to organize and implement education quality accreditation activities, including documents on: organization and operation; internal spending; functions and tasks of units under the education quality accreditation organization;

Management and use of officials and employees; evaluate and recognize educational institutions and training programs meeting quality Criterions;

- Criterion 1.4: Develop and issue internal documents to organize the management of auditors to ensure independence, objectiveness, honesty, and non-conflict of interests with related parties, including: code of ethics for auditors;

Regulations on the assessment of auditors; regulations on the explanation and settlement of citizens' complaints and petitions about the accreditors or the results of education quality accreditation activities;

- Criterion 1.5: Report to the Ministry of Education and Training according to regulations; implement the quality improvement of the education quality accreditation organization to meet the requirements and satisfaction of the stakeholders;

- Criterion 1.6: Annually, actively participate and contribute to the Ministry of Education and Training in formulating, supplementing, perfecting, and implementing policies on the development of higher education and pedagogical colleges, policies on quality assurance, and education quality accreditation.

1.2. Criterion 2: Leadership team, accreditors, education quality accreditation council

- Criterion 2.1: Director, Deputy Director ensure Criterions and perform duties as prescribed;

- Criterion 2.2: The Education Quality Accreditation Council ensures the regulations on the number, composition, and Criterions of its members and is periodically evaluated;

- Criterion 2.3: The number of accreditors must be maintained and developed to meet the requirements of the scale, scope of operation and strategic plan of the educational quality accreditation organization;

- Criterion 2.4: Accreditors participating in education quality accreditation activities with education accrediting organizations ensure compliance with current regulations.
for accreditors, to participate in capacity building training activities and to be regularly assessed by the education quality accreditation organization according to regulations;

- Criterion 2.5: Having accreditors working full-time to participate in educational quality accreditation activities with foreign education quality accreditation organizations.

1.3. Criterion 3: Facilities and equipment

- Criterion 3.1: Ensure and develop material foundations for the operation of the education quality accreditation organization according to the roadmap and development of the organization;

- Criterion 3.2: Building and operating a website to publicize information according to regulations;

- Criterion 3.3: To ensure the conditions for technical infrastructure to implement the application of information technology in education quality accreditation; information, operational data are stored fully, scientifically, and confidentially.

1.4. Criterion 4: Educational accreditation activities

- Criterion 4.1: Carry out education quality accreditation according to the right subjects and scope stated in the operation license and educational quality assessment Criterions, the educational quality accreditation process according to the regulations of the Minister of Education and Training, and the internal documents issued by the education quality accreditation organization;

- Criterion 4.2: The external assessment team shall perform its tasks and work principles in accordance with the law and internal documents of the education quality accreditation organization; ensuring quality in the writing of external assessment reports, making accurate statements about the current situation, and making useful and valuable recommendations for educational institutions;

- Criterion 4.3: The Education Accreditation Council performs its tasks and working principles in accordance with the law and internal documents of the education quality accreditation organization; ensuring independence and objectivity in the appraisal of assessment results; providing valuable information to stakeholders;

- Criterion 4.4: Issuing and withdrawing education quality accreditation certificates according to regulations;

- Criterion 4.5: Conduct capacity building and professional training for leaders, managers, employees, and accreditors of education quality accreditation organizations;

- Criterion 4.6: Conduct professional training for inspectors (if any) as prescribed; evaluate the results of implementation and make adjustments in accordance with the objectives of the training program;

- Criterion 4.7: Participating in a network of international quality assurance organizations or having an international cooperation agreement in the recognition of education quality accreditation results.

1.5. Criterion 5: Publicity and transparency of operations

- Criterion 5.1: Publish on the website of the education accrediting organization: the license to operate the education quality accreditation; the formation and development of educational quality accreditation organizations;

Vision, mission, and development strategy; organization and operation regulations; detailed instructions issued by the education accrediting organization to carry out the education quality accreditation;

- Criterion 5.2: Publicize on the website of the education quality accreditation organization and update it on the management software of the higher education quality assurance and accreditation system:

Organizational structure, list of Directors, Deputy Directors, full-time auditors, officials, and employees, list of education quality accreditation councils; list of accreditors participating in accrediting activities of education quality and facilities;

- Criterion 5.3: Publish on the website of the education quality accreditation organization and update on the higher education quality assurance and accreditation system management software the assessment activities,
education quality accreditation results;

- Criterion 5.4: Financial disclosure as prescribed by law.

2. What is an assessment of an educational quality accreditation organization?

According to Clause 2, Article 2 of Circular 13/2023/TT-BGDDT, evaluating educational quality accreditation organizations is the periodic review and assessment by the Ministry of Education and Training on the compliance with the law and the quality in the operation of the education quality accreditation organization as prescribed in Circular 13/2023/TT-BGDDT.

Circular 13/2023/TT-BGDDT takes effect as of August 11, 2023.
