Circular 13/2018/TT-BTC recently issued by the Ministry of Finance provides guidance on the management and use of state budget funds to ensure the execution of international treaties and agreements.
Circular 13 stipulates the expenditure levels for specific expenses in the work of international treaties and agreements as follows:
- For the work of researching, developing negotiation plans, signing, ratifying, approving, acceding to, amending, supplementing, extending, and terminating the validity of international treaties and agreements,...: 10,000,000 VND/report.- Expenditure for drafting international treaties and agreements:- Drafting a new international treaty draft: 8,000,000 VND/draft document;- Drafting an amended, supplemented, extended international treaty draft; drafting an international agreement: 5,000,000 VND/draft document.- Expenditure for individuals participating in meetings to gather opinions on the draft international treaties and agreements; ...:- Meeting chairperson: 150,000 VND/person/session;- Participating members: 100,000 VND/person/session;- Collecting written submissions from participating members: 500,000 VND/document.- Expenditure for aggregating opinion reports; explanation reports incorporating feedback; opinion documents from the Ministry of Foreign Affairs regarding proposals for concluding international agreements: 1,000,000 VND/report/document.- ...
