Regarding this matter, LawNet responds as follows:

On December 13, 2023, Hanoi issued Decree 90/2023/ND-CP on road user charges and collection, payment, exemption, management, and use thereof

The subjects liable to road user charges are registered road motor vehicles (having vehicle registration certificates and license plates), inspected for circulation (granted technical safety and environmental protection certificates), including: Cars, tractors, and similar vehicles (automobiles).

The above cars in certain cases are not subject to road user charges as stipulated in Clause 2, Article 2 of Decree 90/2023/ND-CP.

The road user charges effective from February 1, 2024, are specifically stipulated as follows:

Note:

- The charge for 01 month in the second year (from the 13th to the 24th month since inspection and charge payment) is 92% of the 01-month charge in the table above.

- The charge for 01 month in the third year (from the 25th to the 36th month since inspection and charge payment) is 85% of the 01-month charge in the table above.

- The charge calculation period according to the table above is from the time of vehicle inspection, not including the previous inspection cycle period. In the case that the vehicle owner has not paid the charge for the previous cycle, they must pay the additional charge for the previous cycle, the amount payable = 1-month charge x the number of months to be paid for the previous cycle.

- The total weight is the total permissible traffic weight stated on the vehicle's inspection certificate.

In the case that the payable charge amount is odd cents, the charge collection organization rounds the number according to the principle that the odd charge amount under 500 VND is rounded down, and the odd charge amount from 500 VND to under 1,000 VND is rounded up to 1,000 VND.

More details can be found in Decree 90/2023/ND-CP which comes into force in Vietnam from February 1, 2024, replacing Circular 70/2021/TT-BTC stipulating the rates, collection policies, payment, exemption, management, and use of road user charges.
