Under Article 11 of Circular 34/2012/TT-NHNN, the unit in charge of information technology and as the software development unit for business software provided through the method of the State Bank of Vietnam self-building is regulated. The unit in charge of information technology will implement the provision according to the regulations of the State Bank of Vietnam and the law on investment management and information technology application to select the software development unit for business software provided through the procurement method.

Within 15 working days after being designated, the software development unit is responsible for creating a detailed plan for developing business software, including basic information: work content; start time; end time; human resources involved and expected results.

Within 10 working days from the date of receiving the detailed plan for developing business software, the unit in charge of information technology is responsible for reviewing, approving this plan and sending it to the specialized information technology unit, and the coordinating business unit for implementation in the next stages of the project.

Additionally, regarding the preparation of user requirement survey reports, the specific regulations are as follows:

- The software development unit will prepare the user requirement survey report based on user requirement documents. If necessary, the software development unit may conduct surveys at the business unit and user units to collect additional information.

- The business unit, user units are responsible for cooperating and providing complete, prompt information, and documents according to the survey requirements of the software development unit and confirming the user requirement survey report within 10 working days from the date of receipt of the report.

- The software development unit is responsible for managing and using the user requirement documents and related documents during the survey process, as required by the business unit, the information technology unit, and according to legal regulations on information security.

- During the survey process, if any requirements arise or changes to the user requirement documents that have been approved, the business unit and the information technology unit must comply with the regulations in Clause 5, Article 10 of Circular 34/2012/TT-NHNN.
