Detailed Instructions for the Application Dossier for the Issuance of Vietnam-Laos Intermodal Transport Permit

According to the provisions of Article 3 of Circular 88/2014/TT-BGTVT, vehicles that are granted the Vietnam-Laos Intermodal Permit include commercial vehicles and non-commercial vehicles. The dossier requesting the Vietnam-Laos Intermodal Permit applicable to commercial vehicles and non-commercial vehicles as stipulated in this Circular are as follows:

First, for commercial vehicles (applicable to freight transport business vehicles):

- Application form for the Vietnam-Laos Intermodal Permit as stipulated in Appendix 7a of this Circular;- * Vietnam-Laos International Road Transport License;- * Vehicle registration certificate and lease agreement with financial leasing organizations or asset leasing individuals/organizations, lease agreements between members and cooperatives if the vehicle is not owned by the transport business entity;- * Certificate of technical safety inspection and environmental protection;- * Authorization document for route operation, vehicle replacement document, or additional vehicle document from the route management agency and contracts for picking up and dropping off passengers at bus stations in Vietnam and Laos (for vehicles engaged in fixed route passenger transport business).

Second, for non-commercial vehicles and commercial vehicles serving projects, businesses, or cooperative activities on Lao territory:

- Application form for the Vietnam-Laos Intermodal Permit as stipulated in Appendix 7b of this Circular;- * Vehicle registration certificate, in case the vehicle is not owned by an organization or individual, must be accompanied by a contract between the organization/individual and a financial leasing organization or asset leasing entities as per legal regulations;- * Certificate of technical safety inspection and environmental protection;- * Contract or documentation proving the entity is executing a project, business activity, or cooperative activity on Lao territory (for enterprises and cooperatives serving projects or business activities on Lao territory);- Decision for official mission deployment from the competent authority (for official duty trips and diplomatic, international organization missions).

Note: Documents marked with (*) must be authenticated copies or copies with originals for comparison.
