The Ministry of Education and Training has just issued Official Dispatch 3125/BGDDT-NGCBQLGD regarding the organization of rank promotion for public preschool and general education teachers.
Detailed Guidelines for Promotion of Professional Titles for Teachers (Illustrative Image)
1. Subjects Eligible for Promotion
- Promotion from Level II to Level I
+ Teachers currently holding the title of Level II high school teacher - Code: V.07.05.14.
+ Teachers currently holding the title of Level II middle school teacher - Code: V.07.04.11.
- From Level III to Level II
+ Teachers currently holding the title of Level III high school teacher - Code: V.07.05.15.
+ Teachers currently holding the title of Level III primary school teacher – Code: 07.03.08.
+ Teachers currently holding the title of Level III kindergarten teacher – Code: 07.02.05.
- From Level IV to Level III
+ Teachers currently holding the title of Level IV primary school teacher – Code: 07.03.09.
+ Teachers currently holding the title of Level IV kindergarten teacher – Code: 07.02.06.
2. Standards and Conditions for Registration for Promotion
Teachers who meet the following conditions and standards can register to participate in the promotion of professional titles:
- The educational institution requires a job position of the professional title at the level registered for promotion and is authorized to nominate for promotion.
- Evaluated as having completed their tasks well for 3 consecutive years.
- Meet the standards of the professional title level registered for promotion as per documents such as Joint Circular 20/2015/TTLT-BGDDT-BNV, Joint Circular 21/2015/TTLT-BGDDT-BNV, Joint Circular 22/2015/TTLT-BGDDT-BNV, Joint Circular 23/2015/TTLT-BGDDT-BNV.
3. Notes on Content, Form, and Conditions for Promotion Examination and Assessment
- For promotion periods organized by examination, implementation is according to Circular 20/2015/TT-BGDDT, and promotion periods organized by assessment are according to Circular 28/2017/TT-BGDDT.
- Foreign language certificate equivalency conversion is implemented according to Official Dispatch 3755/BGDDT-GDTX.
- In cases where teachers have graduated with associate or bachelor's degrees in combined subjects with IT (math-IT, physics-IT), they are considered to have graduated from a specialized school in IT or Information Technology or higher.
