Detailed Dossier for Rise-of-Grade Request of Professional Military Personnel

This is one of the important contents mentioned in Circular 170/2016/TT-BQP regulating the military rank for professional soldiers corresponding to the salary level, promotion, demotion of military ranks in the event of disciplinary salary reduction; the order, procedures, and authority for making decisions regarding professional soldiers, defense workers, and public employees.

According to Circular 170/2016/TT-BQP, the documents required for salary increase and rank promotion proposals include the following materials:

Proposal document from the commander at the company, battalion level, and equivalent or higher units to the units under the Ministry of National Defense;

- List of proposed salary increases, category upgrades, group transfers, rank promotions for professional soldiers, defense workers, and public employees;- Copies of documents related to salary increases, category upgrades, group transfers, rank promotions of professional soldiers, defense workers, and public employees.

Additionally, the timeline for executing salary increases, category upgrades, and rank promotions is stipulated in Circular 170 as follows:

- The Ministry of National Defense reviews and decides on salary increases, category upgrades, and rank promotions for the rank of Senior Lieutenant Colonel professional soldiers; salary increases, category upgrades for defense workers; salary increases and rank promotions for public employees; and over-frame seniority allowances under the jurisdiction according to Clause 1 and Clause 3, Article 9 of Circular 170 in July each year.- Units under the Ministry of National Defense review and decide on salary increases, group transfers, rank promotions for professional soldiers; salary increases for defense workers and public employees; and over-frame seniority allowances under the jurisdiction according to Clause 2 and Clause 3, Article 9 of Circular 170 in July each year.- Professional soldiers, defense workers, and public employees during the time of preparing for retirement can be reviewed for early salary increases by the authorized unit. The review for early salary increases is conducted in the last month of each quarter.
