Recently, the Ministry of Finance has issued Circular 80/2008/TT-BTC guiding financial policies for the prevention and control of livestock and poultry epidemics.

Circular 80/2008/TT-BTC stipulates the disposal of diseased livestock and poultry using the state budget as follows:
- Livestock and poultry infected or in epidemic areas must be compulsorily destroyed; livestock and poultry, and livestock and poultry products must be compulsorily destroyed by anti-smuggling forces and animal quarantine stations as prescribed by veterinary law. The state budget will support the costs of destroying livestock and poultry based on the following grounds:- Actual costs for the destruction of infected livestock and poultry or in epidemic areas, which must be compulsorily destroyed, certified by Veterinary authorities.- Actual costs for the destruction of livestock, poultry, and livestock and poultry products (in cases where the owner's responsibility for the cost of destruction cannot be determined as per the law), confiscated and ordered for destruction by anti-smuggling forces, veterinary authorities, and animal quarantine stations.- Costs of chemicals for disinfection, sterilization, cleaning of barns and environment; purchase of protective clothing for forces involved in disease prevention and control as guided by the Ministry of Agriculture and Rural Development.
