Recently, the Ministry of Education and Training has officially issued Circular 19/2019/TT-BGDDT regarding the Regulations on Continuous Training for Teachers, Managers of Preschool Education Institutions, General Education Institutions, and Teachers of Continuing Education Centers.

Educational institutions performing the task of regular training (BDTX) for teachers, management personnel of preschools, general education institutions, and teachers of continuing education centers include:

- Teacher training educational institutions: Pedagogical schools, educational institutions with pedagogical faculties, educational institutions permitted to provide training and professional development for teachers;- Management personnel training educational institutions: Pedagogical schools, universities with educational management faculties, educational institutions permitted to provide training and professional development for educational management personnel.

Furthermore, educational institutions are tasked to perform BDTX through assignment or contract and must meet the following requirements:

- Be an educational institution specified in Clause 1 of this Article;- Ensure the capability of developing BDTX materials as prescribed in Article 7 of the Regular Training Regulation for teachers, management personnel of preschools, general education institutions, and teachers of continuing education centers issued together with Circular 19/2019/TT-BGDDT;- Ensure the team of trainers meets the standards prescribed in Article 9 of this Regulation;- Possess adequate facilities, equipment, technical infrastructure, and practice venues to meet professional training requirements. This includes ensuring an integrated information system for periodically collecting and processing data on trainers, teachers, and management personnel; a system to record and handle feedback from stakeholders regarding training improvements to enhance the quality of training for teachers and management personnel; and maintaining hardware and software technology systems regularly to ensure trainers, teachers, and management personnel can efficiently utilize them.
