On May 15, 2017, the Ministry of Transport issued Circular 15/2017/TT-BGTVT stipulating specific regulations on the design of hazardous chemical tankers.
Circular 15 stipulates that ships carrying dangerous chemicals must be designed according to the following standards:
- Type I ships are ships carrying chemicals that transport products with a very serious level of environmental pollution and danger, requiring maximum protective measures against leakage of the transported cargo;- Type II ships are ships carrying chemicals that transport products with a significantly serious level of environmental pollution and danger, requiring appropriate preventive measures against leakage of these goods;- Type III ships are ships carrying chemicals that transport products with a relatively serious level of environmental pollution and danger, requiring moderate protection of the cargo tank to maintain the ship's buoyancy in case of puncture.
Thus, Type I ships are chemical carriers for transporting products considered to be of the highest danger level, and Type II and III ships are for transporting products with decreasing levels of danger. Therefore, Type I ships must be designed to withstand the most severe puncture scenarios, and their cargo tanks must be positioned at the maximum distance allowable from the outer hull.
