Design of Houses Must Include Fire Truck Access Roads and Fire Truck Parking Areas

This is the notable content stipulated in Circular 01/2020/TT-BXD promulgating the National Technical Regulation on Fire Safety for Buildings and Constructions.

Circular 01/2020/TT-BXD stipulates that roads for fire trucks and fire truck parking areas must meet the following general requirements:

- The clear width of the road for fire trucks must not be less than 3.5 meters.

- Fire truck parking areas must have a clear width ensuring the ability to enter and deploy firefighting equipment suitable for the height and fire hazard group according to the building's function as specified in Table 14.

- Structures above roads for fire trucks and fire truck parking areas are only allowed if all the following requirements are met:

- The clear height for firefighting vehicles to pass is not less than 4.5 meters;- The size of the structure above (measured along the length of the road for fire trucks and fire truck parking areas) must not exceed 10 meters;- If there are two or more above structures crossing the road for fire trucks or fire truck parking areas, the clear space between these structures must not be less than 20 meters;- The length of the final section of the road for fire trucks or fire truck parking areas not blocked by above structures must not be less than 20 meters; and- The length of the fire truck parking area does not include sections with above structures.

- Along the outer wall of the building, at positions opposite to the fire truck parking areas, there must be access passages through the outer wall into the building from above (high access passages) in accordance with provisions in section 6.3 to deploy firefighting and rescue operations.

The circular also stipulates the arrangement of roads for fire trucks and fire truck parking areas to ensure requirements, for example:

- Group F1, F2, F3, and F4 buildings not exceeding 15 meters in height are not required to have fire truck parking areas, but must have roads for fire trucks to access any point on the building's ground projection within 60 meters.

- Group F1.3 buildings exceeding 15 meters in height must meet all the following requirements:

- Must have roads for fire trucks within 18 meters of travel distance from the entrance of all buffer zones of firefighting elevator shafts or emergency stairwells equipped with D65 water outlets for professional firefighting forces (dry-pipe system);- Must have fire truck parking areas to access at least one external face of each building block. The fire truck parking area must be arranged in a space no closer than 2 meters and no further than 10 meters from the building's outer wall;- The design of the fire truck parking area and road for fire trucks must comply with the provisions stated in Table 14 of **[this regulation](https://lawnet.vn/vb/thong-tu-01-2020-tt-bxd-quy-chuan-ky-thuat-an-toan-chay-cho-nha-va-cong-trinh-6b429.html)**.
