Deputy Prime Minister urges the establishment of Education and Training institution in Vietnam

On August 6, 2024, Deputy Prime Minister of the Government of Vietnam Le Thanh Long chaired a meeting on the situation of building the institutional framework of the Education and Training sector.

In Notification 383/TB-VPCP dated August 15, 2024, Deputy Prime Minister of the Government of Vietnam Le Thanh Long gave the following opinions:

- The Ministry of Education and Training should continue to be proactive and cooperate with related ministries and central authorities to have specific solutions to fully implement the directives of the Communist Party, the National Assembly, the Government of Vietnam, and the Prime Minister of the Government of Vietnam in the work of building the institutional framework to ensure the progress and quality of construction, and to prevent delays in performing the tasks assigned by the Government of Vietnam and the Prime Minister of the Government of Vietnam. Promote the role of the head and the collective leadership in the work of building and perfecting the institutional framework, promulgating normative documents, including: determining views, orientations on the content of the documents, and consistently implementing them ; clearly identify the task-assignment documents, political, legal, practical basis and directions of superiors; determine the correct authority, document form; closely coordinate and work directly to collect opinions from relevant Ministries, agencies on important, specific contents within their state management authority and responsibility.

- Regarding the proposal to develop a Resolution of the National Assembly allowing the recruitment of teachers with college degrees: The Ministry of Education and Training should actively cooperate with the Office of the Government of Vietnam to clarify issues that remain problematic to propose solutions and complete the dossier, to be submitted to the Government of Vietnam.

- Regarding the draft Decree stipulating policies for students, trainees in ethnic minority and mountainous areas, coastal, island areas, and educational institutions with policy students: Based on political and legal grounds, the Ministry of Education and Training should proactively review the support levels for the subjects of the draft Decree to ensure appropriateness and soon complete the dossier for submission to the Government of Vietnam.

- Regarding the draft Decree stipulating investment and operational conditions in the field of education (replacing Decree 46/2017/ND-CP and Decree 135/2018/ND-CP): The Office of the Government of Vietnam should discuss with the Ministry of Education and Training on the content, and the dossier of the draft Decree, and report to the Deputy Prime Minister of the Government of Vietnam.

- Regarding the draft Scheme on international integration in education and training in Vietnam: The Ministry of Education and Training should continue to proactively complete the Scheme after the conclusion of the Politburo on continuing to implement Resolution No. 29-NQ/TW dated November 4, 2013 of the Central Committee; therein coordinating and agreeing with the Ministry of Labor - Invalids and Social Affairs on the possibility of limiting the scope of the Scheme according to the state management area of the Ministry of Education and Training to ensure feasibility.

- Regarding the draft Decree amending and supplementing Decree 86/2018/ND-CP stipulating cooperation and foreign investment in the field of education: The Ministry of Education and Training should review the subjects and specific provisions of the draft Decree, therein reviewing to ensure the accuracy of content related to specific cases (if any) to have appropriate policies and soon complete the dossier, for submission to the Government of Vietnam.

- Regarding the draft Decree stipulating the functions, tasks, and powers of National Universities: The Office of the Government of Vietnam should preside and cooperate with the Ministry of Education and Training to consolidate unresolved and inconsistent contents, and report to the Deputy Prime Minister of the Government of Vietnam, before reporting and seeking opinions from the Standing Government of Vietnam on the orientation of this draft Decree.

- Regarding the Scheme on developing high-quality human resources in high-tech fields in Vietnam: The Ministry of Education and Training should review related proposals (including the Scheme on the development of human resources in the semiconductor industry by 2030, with orientation to 2050, chaired by the Ministry of Planning and Investment) to avoid overlaps and design focused contents.

- Regarding the Teacher Law project: The Ministry of Education and Training should review provisions on allowances and policies for teachers, consulting international experiences to ensure superiority and feasibility, aiming to develop and enhance the quality of the teaching staff, overcoming inadequacies in policies, and reflecting the policy of the Communist Party and State that education is the top national policy.

- Regarding the universalization of preschool education for children aged 3-5 years in Vietnam: The Ministry of Education and Training should fully review the directives of the Communist Party, the National Assembly, and the Government of Vietnam to grasp the overall requirements for building related Resolutions and report to the Prime Minister of the Government of Vietnam on arising difficulties and complexities in the process of drafting the Resolution.
