Recently, the Ministry of Education and Training has issued Circular 11/2014/TT-BGDDT promulgating the admission regulations for lower secondary education and upper secondary education.
Circular 11/2014/TT-BGDDT specifically stipulates the responsibilities of the Departments of Education and Training in the admission process for high schools as follows:
- Develop an admission plan and submit it to the provincial People's Committee for approval, including the main contents: location, methods, subjects, priority policies, and organization of the high school admission process. For localities selecting entrance exams or a combination of entrance exams and screening, additional contents are required as follows:- Subjects, examination questions, form of examination, duration of the test, score coefficient, and additional points;- Organization, duties, and activities, authority, and responsibilities of the exam question drafting committee, examination committee, grading committee, and re-evaluation committee; tasks of drafting, printing, and sending exam questions.- Guide the admission work for education and training departments and high schools.- Issue decisions to establish the admission councils and approve the admission results of each high school. Receive dossiers from the admission councils, examination councils, and grading councils.- Organize inspection and supervision of the admission process for secondary and high schools.- Archive admission records according to legal regulations.- Conduct statistics, information, periodic and annual reports, and unexpected reports on the admission process to the provincial People's Committee and the Ministry of Education and Training.
