To be specific, in order to improve the quality of teachers and education management staff at all levels, the Minister of Education and Training directs the entire education sector to focus on implementing the main tasks for the 2019-2020 academic year as follows:
- Review and arrange the teaching staff to ensure regulations on quantity and teacher standards at various educational levels; avoid the situation of local teacher surplus or shortage, ensuring the principle that "where there are students, there must be teachers"; resolutely address the issue of years-long teacher contracts without conducting public employee recruitment in certain localities.
- Strictly comply with Directive 1737/CT-BGDDT; Directive 138/CT-BGDDT to reduce pressure on teachers; overcome the situation of unauthorized extra teaching.
- Enhance teacher ethics, strengthen the direction and inspection of the implementation of regulations on teacher ethics. Resolutely and strictly deal with teachers, lecturers, and education management staff who violate teacher ethics (do not assign teaching duties to teachers who violate teacher ethics).
- Properly implement policies for the teaching staff and education management staff; organize examinations for promotion of public preschool and general education teacher titles according to authority.
- Properly evaluate teachers to ensure accuracy, linking this to competition and rewards to improve living standards and create motivation for teachers to dedicate themselves to their profession.
Additionally, according to this Directive, localities should proactively place orders with pedagogical universities for the training and fostering of teachers for local needs, linking training to usage requirements.
