Decree defining the functions, tasks, and powers of the national university soon to be issued in Vietnam

Notice 261/TB-VPCP dated 6/7/2023 on the conclusion of Deputy Prime Minister Tran Hong Ha on the draft Decree stipulating the functions, tasks, and powers of national universities promulgated by the Office of the Government of Vietnam.

On the afternoon of June 30, 2023, Deputy Prime Minister Tran Hong Ha chaired a meeting on the draft Decree defining the functions, tasks, and powers of the national university.

Attending the meeting were representatives of leaders of ministries and agencies: Education and Training, Home Affairs, and the Government Office; representatives of the Ministries: Finance, Justice, Science, and Technology; the President of Vietnam National University, Hanoi; and the President of Vietnam National University, Ho Chi Minh City.

After listening to the reports of the President of Vietnam National University, Ho Chi Minh City, and the President of Vietnam National University, Hanoi, and the opinions of representatives of the leaders of the ministries, agencies, and delegates attending the meeting, Deputy Prime Minister Tran Hong Ha concluded:

- The policy of the Party and State is to develop national universities into leading training centers of the country, competitive with international universities; solve human resource problems in regions, branches, and fields, and meet the development goals of the country.

- To achieve the above goal, the Decree defining the functions, tasks, and powers of the national university needs to be a framework decree:

+ Solving and removing existing difficulties and obstacles and having new and breakthrough mechanisms, policies, and regulations in order to create a legal environment and space for schools to promote their initiative, creativity, development, and integration on an international level, becoming a center for human resource training and talent development for the country.

+ Clarifying the legal position, objectives, tasks, mechanism, apparatus, organization, authority, and mission of the national university. Universities within the national university must form an ecosystem.

+ Regulations on evaluation criteria (about facilities, teaching staff, training programs, etc.) to achieve national university standards from the current model of two national universities and harmonize with international criteria.

- The Ministry of Education and Training shall assume the prime responsibility for and coordinate with Hanoi National University and Vietnam National University in Ho Chi Minh City to continue to finalize the draft decree and unify and resolve problems.
in promulgating the Training Regulation to submit to the Prime Minister before July 15, 2023.

The Government Office would like to notify the Ministry of Education and Training, Vietnam National University, Hanoi, Vietnam National University, Ho Chi Minh City, and relevant agencies to know and implement.

Notice 261/TB-VPCP was issued on July 7, 2023.

What is National University?

-  National universities are scientific and technological training and research centers of various professions, prioritized to develop by the State.

- National universities have the initiative in the activities of training, doing scientific, financial, international relation research and organize their own structure. National universities are under the State management of the Ministry of Education and Training, or the Ministries and sectors, People’s Committees all levels where the national universities are located as prescribed by the Government and law provisions.

National universities are entitled to directly work with Ministries, ministerial-level agencies, Governmental agencies, People’s Committees of central-affiliated cities and provinces to solve the issues related to the national universities. If necessary, the directors of national universities shall send reports to the Prime Minister on the issues related to the operation and development of national universities.

- The council president, the director and deputy director of a national university is designated and discharged by the Prime Minister.
