Decree and Expenditure Levels from Mobilized Funds for the Scheme on Improving the Living Standards of Industrial Park Workers

Recently, the Ministry of Finance has issued Circular 55/2013/TT-BTC regulating the management and use of funding sources for implementing the Project on Building Cultural Life for Workers in Industrial Zones until 2015, with orientation to 2020.

The funds mobilized from social resources, the participation, and contributions of organizations and individuals inside and outside the country, and other lawful funds are one of the sources of funding for the implementation of the Scheme for building the cultural life of workers in industrial zones until 2015, oriented towards 2020. The content and expenditure levels for using these funds are specifically stipulated in Article 4 Circular 55/2013/TT-BTC as follows:

First, content of expenditure:

- Spending on the construction and gradual development of cultural and sports facilities to serve workers, including:

- Upgrading cultural and sports facilities at the grassroots level (province, district, commune, village) to serve workers in industrial zones and residents in the area.- Upgrading existing cultural and sports houses for workers managed by the Federation of Labor at various levels and the Industrial Zone Management Board.- Establishing pilot models of cultural and sports houses for workers in provinces and centrally-run cities (with industrial zones) according to policies encouraging private investment in education, vocational training, healthcare, culture, sports, and the environment.

- Spending on developing cultural and sports movements among workers to contribute to elevating the cultural and spiritual enjoyment of workers in industrial zones, including:

- Expenditure on organizing activities to improve the political, professional, and vocational skills of workers in locations with industrial zones.- Spending on developing the cultural family building movement among workers, creating a “Corporate Culture” environment, and developing cultural lifestyles and industrial working styles among workers.- Spending on the establishment and development of club models that suit the needs and characteristics of worker demographics.

- Spending on building a healthy cultural lifestyle and industrial working style among workers.

Second, the specific expenditure levels for the aforementioned content are implemented according to the funding levels specified by the sponsor in the sponsorship agreements or applied according to the funding levels agreed upon by the sponsor representative and the agency, unit. If the sponsor has no regulations and the two parties have no agreement on content and expenditure levels, the head of the agency or unit shall base on the existing relevant State regulations to implement them.
