Decree 94: 04 State Policies on National Reserve (Illustrative Image)
Decree 94/2013/ND-CP stipulates in detail 04 state policies on the national reserve as follows:
1. Policy on Mobilizing Resources for the National Reserve
- The State encourages and acknowledges in writing the voluntary contributions of assets by organizations and individuals for the national reserve. The heads of ministries and central authorities managing national reserve goods, upon receiving assets voluntarily contributed for use in the national reserve, are responsible for managing and utilizing them for their intended purpose and requesting the Minister of Finance to grant a certificate of contribution of assets to the organizations and individuals.- In urgent and unexpected situations such as disaster prevention, mitigation of natural disaster consequences, calamities, fires, widespread epidemics, and for national defense and security that need to be addressed immediately, the Minister of Finance, Minister of National Defense, Minister of Public Security, Minister of Transport, Minister of Agriculture and Rural Development, Minister of Health, and Minister of Industry and Trade shall mobilize assets, goods, materials, and equipment of organizations and individuals for the national reserve according to the regulations on requisitioning of assets.- The authorized individual, as per regulations, decides on the mobilization, proper and effective utilization of resources, and reimbursement for damages of assets, goods, materials, and equipment mobilized for the national reserve from organizations and individuals in compliance with the regulations on requisitioning of assets.
2. Policy to Encourage Organizations and Individuals to Invest in Building Infrastructure for the National Reserve
- The State encourages and acknowledges in writing the voluntary investment by organizations and individuals in building infrastructure for the national reserve. The heads of ministries and central authorities managing national reserve goods are responsible for managing and utilizing storage facilities constructed by organizations and individuals voluntarily, in line with the national reserve warehouse network planning, for leasing to or safeguarding the national reserve; simultaneously, they shall request the Minister of Finance to grant a certificate of voluntary investment in building infrastructure to the organizations and individuals.- Organizations and individuals investing in warehouses within the network planning of the national reserve to safeguard reserve goods are supported and guided in preservation technology by ministries and central authorities managing national reserve goods.
3. State Policy for Organizations and Individuals Engaged in Research and Development of Science and Technology, and Application of Information Technology on the National Reserve
- The State encourages and acknowledges in writing the voluntary provision of technical solutions, preservation technology, and information technology applications free of charge for the management and preservation of national reserve goods by organizations and individuals.- The heads of ministries and central authorities managing national reserve goods are responsible for managing and utilizing free technical solutions, preservation technology, and information technology applications provided by organizations and individuals for managing and preserving reserve goods correctly; simultaneously, they shall request the Minister of Finance to grant a certificate of such contributions.
4. State Policy to Encourage Organizations and Individuals Contributing Research Achievements Effectively Applied in the National Reserve Sector
- The State encourages and acknowledges in writing the voluntary contributions of inventions and effective scientific research applied in the management and preservation of national reserve goods by organizations and individuals. The heads of ministries and central authorities managing national reserve goods, upon receiving such inventions and scientific contributions, are responsible for managing and utilizing them for their intended purpose and requesting the Minister of Finance to grant a certificate of invention and scientific contribution to the organizations and individuals.- Organizations and individuals can register scientific research topics, apply, and innovate technological equipment with the ministries and central authorities managing national reserve goods and the dedicated national reserve management agency to address significant and urgent issues in managing and preserving national reserve goods.
