Decree 73: 04 standards for Vietnamese citizens to be recruited into Commune Police Force

On September 7, 2009, the Government of Vietnam issued Decree 73/2009/ND-CP Guiding the Ordinance on Commune Police. This applies to Commune Police and related agencies, organizations, and individuals involved in the activities of Commune Police across the entire territory of Vietnam.

According to Article 4 Decree 73/2009/ND-CP, Vietnamese citizens from 18 years of age or older, who meet the following standards can be considered for recruitment into the Commune Police Force at their place of residence:

- Clear personal background, good ethical qualities, no criminal record or criminal history; personally and family comply well with the guidelines and policies of the Communist Party, and the laws of the State. The Chief of the Commune Police must be a member of the Communist Party of Vietnam;

- Physically fit to perform the duties of the Commune Police (certified by district-level or higher medical facilities);

- The Chief of the Commune Police, Deputy Chief of the Commune Police must have completed the high school program or higher (holding a graduation certificate or a certification of completion of the high school program issued by a competent authority); Police Officers must have graduated from junior high school or higher; For mountainous, remote, and distant areas where there are no candidates meeting the educational standards as specified, the educational level of the Chief of Commune Police, Deputy Chief of Commune Police, and Police Officers may be lower but they must have completed primary school or higher;

- Capable of performing duties and voluntarily apply to join the Commune Police Force.

District-level People's Committees and Commune-level People's Committees must have plans for recruitment, arrangement, and utilization of the Commune Police, ensuring stability and long-term provisions to meet the requirements of ensuring security, order, and social safety at the local level; prioritizing the recruitment of servicemen who have completed their service term in the People's Police returning to their local area to join the Commune Police Force.
