Decree 62/2019/ND-CP: Increasing Support Funds for Rice Growers

This is an important content mentioned in Decree 62/2019/ND-CP recently issued by the Government of Vietnam amending and supplementing several articles of Decree 35/2015/ND-CP on the management and use of rice cultivation land.

In Clause 4, Article 1 of Decree 62/2019/ND-CP, it is stipulated that the People's Committees at all levels utilize the funds paid by individuals allocated or leased land by the state for non-agricultural purposes from specialized rice cultivation land and the supporting funds as prescribed to implement the protection and development of rice cultivation land. Depending on specific conditions, the locality will decide to implement the following actions:

Firstly, use not less than 50% of the funds to support rice farmers in applying new varieties, technical advances, and new technologies in rice production; support the linkage of production and product consumption.

Secondly, the remaining funds will be used for the following activities:

- Analyze the chemical and physical quality of high-yield, high-quality specialized rice cultivation land periodically every 10 years to use effectively and implement appropriate improvement measures;- Improve and enhance the quality of specialized rice cultivation land or remaining rice cultivation land: increase the thickness of the arable layer; elevate low-lying rice cultivation land; increase the flatness of the field surface; desalinate and leach salty soil for acid sulfate soil and saline soil and other soil improvement measures;- Invest in constructing and maintaining agricultural and rural infrastructure in the commune, prioritizing the investment in transportation systems and irrigation on rice cultivation land;- Reclaim and rehabilitate unused land into specialized rice cultivation land or remaining rice cultivation land.
