This is the notable content stipulated in Decree 49/2019/ND-CP detailing and providing measures for the implementation of certain provisions of the Law on the People's Public Security.
According to Decree 49/2019/ND-CP, officers and non-commissioned officers are entitled to retirement under the following circumstances:
- Eligible for a pension in accordance with the provisions of the law on social insurance;- Reaching the age limit for service as stipulated in Clauses 1 and 2, Article 30 of the Law on People’s Public Security 2018 and having at least 20 years of social insurance contributions;- Males with 25 years, females with 20 years of service in the People’s Public Security, of which at least 5 years are counted as seniority in the People’s Public Security, and having at least 20 years of social insurance contributions but have not yet met the retirement age, and the People’s Public Security no longer has a need to arrange them or does not transfer them to another sector, or if officers and non-commissioned officers voluntarily request to retire.
According to Decree 49, officers and non-commissioned officers upon retirement who have been promoted in rank or salary grade for 2/3 of the prescribed period or more and are rated as completing tasks or better shall be promoted by one rank or salary grade.
