Decree 47: Supplementing Duties for Agencies under the Government of Vietnam

Clause 1 Article 1 Decree 47/2019/ND-CP has been amended and supplemented regarding the tasks and powers of agencies under the Government of Vietnam concerning organizational structure, officials and public employees, and workers. To be specific, the new provisions are as follows:

- Propose that the Ministry assigned by the Government of Vietnam submit to the Government of Vietnam regulations on the functions, tasks, powers, and organizational structure of agencies under the Government of Vietnam;- Prescribe the functions, tasks, powers, organizational structure, and work relations of organizations and units within the organizational structure of agencies under the Government of Vietnam;- Submit to the Prime Minister of the Government of Vietnam the appointment, dismissal, and removal of deputy heads of agencies under the Government of Vietnam;- Appoint, dismiss, and discipline the heads and deputy heads of organizations and units within the organizational structure of agencies under the Government of Vietnam as prescribed by law; prescribe the authority and responsibilities of the heads of organizations and units within the organizational structure of agencies under the Government of Vietnam;- Manage officials and public employees and workers in agencies, organizations, units within the organizational structure of agencies under the Government of Vietnam as prescribed by law;- Decide and implement specific measures to strengthen administrative discipline and order for officials and public employees and workers under their jurisdiction; combat corruption, waste, bureaucracy, authoritarianism, and arbitrariness in the activities of the agency;- Organize the implementation of training, retraining, recruitment, utilization, rotation, mobilization, retirement, commendation, discipline, and other policies for officials and public employees and workers under their management according to the provisions of law;- Inspect the compliance with policies, laws, and tasks assigned to officials and public employees and workers under their management; resolve complaints and denunciations related to officials and public employees and workers under their management according to the provisions of law;- Implement the self-management mechanism as prescribed by law
