Decree 45: Regulations on the establishment of the Office of the Gratitude Fund of Vietnam

Recently, the Government of Vietnam has issued Decree 45/2006/ND-CP promulgating the regulations on the management and use of the gratitude fund.

The charter on management and utilization of the Gratitude Fund issued together with Decree 45/2006/ND-CP stipulates that the central, provincial, and district levels of the Gratitude Fund Management Board have a supporting unit called the Office of the Gratitude Fund, which is established by the decision of the Head of the same level Gratitude Fund Management Board. The commune-level Gratitude Fund Management Board has a supporting unit established by the decision of the Head of the commune-level Gratitude Fund Management Board.

- The central Office of the Gratitude Fund is located at the Department of War Invalids and People with Merit, Ministry of Labor - Invalids and Social Affairs, consisting of several part-time officials from the Department of War Invalids and People with Merit;

- The provincial Office of the Gratitude Fund is located at the Department of Labor - Invalids and Social Affairs, consisting of several part-time officials from the Department of Labor - Invalids and Social Affairs;

- The district Office of the Gratitude Fund is located at the Division of Home Affairs - Labor - Invalids and Social Affairs, consisting of several part-time officials from the Division of Home Affairs - Labor - Invalids and Social Affairs;

- The supporting unit of the commune-level Gratitude Fund Management Board is located at the Office of the Commune People's Committee, consisting of several part-time officials from the Commune People's Committee.

- The accountant and treasurer of the commune-level Gratitude Fund are undertaken by the accountant and treasurer officials of the Commune People's Committee and perform the collection, disbursement, and accounting according to current accounting and financial policies.

The central, provincial, and district offices of the Gratitude Fund are responsible for managing the accounts and seals of the Gratitude Fund at their respective levels, organizing the collection, disbursement, and accounting according to current accounting and financial policies.
