On April 28, 2006, the Government of Vietnam promulgated Decree 45/2006/ND-CP issuing the regulation on the management and use of the gratitude fund of Vietnam.

The Regulation on the Management and Use of the Gratitude Fund issued together with Decree 45/2006/ND-CP prescribes the purposes of the use of the Gratitude Fund as follows:
To restore cemeteries, memorials, and build memorial steles inscribing the names of martyrs.
To support the construction and repair of housing for those who have made significant contributions to the revolution or their relatives.
To visit and support those who have made significant contributions to the revolution or their relatives when ill, undergoing medical treatment, and upon their death if the family encounters difficulties.
To assist those who have made significant contributions to the revolution or their relatives in their daily life hardships.
To support localities with many persons eligible for preferential policies for people with significant contributions to the revolution but with low mobilization and support resources.
To fund activities for managing the Gratitude Fund (professional training, office supplies, documents, travel expenses, etc.) and activities such as propaganda, commendation, direction, and mobilization for building the Gratitude Fund.
Note: The expenses stated in Item 6 of this Article shall not exceed 5% of the total annual revenue of the Gratitude Fund at each level.
Additionally, the use of the Gratitude Fund for each prescribed purpose as specified shall be further detailed by the Management Board of the Gratitude Fund at each level based on the annual revenue and expenditure estimation of the Gratitude Fund.
More details can be found in Decree 45/2006/ND-CP which comes into effect in Vietnam from May 25, 2006.
