Decree 24: Functions of Departments Organized at the Local Level

The departments are uniformly organized in the localities as detailed in Decree 24/2014/ND-CP, including:

Department of Home Affairs; Department of Justice; Department of Planning and Investment; Department of Finance; Department of Industry and Trade; Department of Agriculture and Rural Development; Department of Transport; Department of Construction; Department of Natural Resources and Environment; Department of Information and Communications; Department of Labor – Invalids and Social Affairs; Department of Culture, Sports and Tourism; Department of Science and Technology; Department of Education and Training; Department of Health; Provincial Inspectorate; Office of the People’s Committee.

To be specific:, the functions of each department are fully stipulated in Decree 24, for example:

- Department of Home Affairs:

- Functions: Advising and assisting the Provincial People’s Committee in state management over: organizational apparatus; job positions; staffing of officials, grade structure of officials in administrative bodies and organizations; job positions, public employee structure according to professional titles, and the number of working people in public service providers; salaries for officials and public employees, contract workers in administrative bodies, public service providers; administrative reform, civil service policy reform, officials; local governments; administrative boundaries; officials and public employees, commune-level officials; training and fostering officials and public employees, commune-level officials; non-specialized part-timers at commune level; associations, non-governmental organizations; state archives; religion; youth work; emulation and commendation.

- Department of Justice:

- Functions: Advising and assisting the Provincial People’s Committee in state management over: law-making and enforcement; monitoring law enforcement; reviewing and handling legal normative documents; controlling administrative procedures; law dissemination and education; legal affairs; notarization and certification; child adoption; commercial arbitration; civil status; nationality; judicial records; state compensation; lawyers, legal consultation; legal aid; judicial expertise; grassroots conciliation; property auction; managing the enforcement of administrative sanctions and other judicial affairs as prescribed by law.
