Decree 186: Prescribing the Responsibilities and Authorities of the Director and Deputy Director of the National University

The President of the National University is the legal representative of the National University, responsible for managing all activities of the National University in accordance with the law and this Decree; and holds duties and powers as stipulated in Decree 186/2013/ND-CP as follows:

- Issuing internal regulations within the National University under its authority;- Deciding on the establishment, merger, division, separation, and dissolution of the organizations within the National University based on the resolutions of the University Council; appointing and dismissing heads, deputy heads of member units, and affiliated units of the National University;- Organizing the implementation of resolutions from the University Council;- Developing plans and organizing activities for the development of the faculty and administrative staff of the National University;- Organizing training, scientific research, international cooperation activities, and ensuring the quality of higher education at the National University;- Carrying out policies on information, reporting, and undergoing monitoring, inspection, and examination of the activities of the National University as required;- Developing and implementing the democracy regulation within the institution; receiving feedback and being supervised by individuals, organizations, collectives within the National University;- Annually reporting the performance results of the President and the Board of Directors to the University Council;- Being the account holder, responsible according to the law for the entire financial and asset management of the National University; exercising self-governance and accountability in a transparent and public manner in financial matters according to the law; complying with accounting and auditing regulations;- Other duties and powers as prescribed by law.

The Vice President of the National University assists the President in managing and operating the activities of the National University; directly overseeing specific areas of work as assigned by the President and handling work delegated by the President; responsible to the Prime Minister, the President of the National University, and the law for assigned duties; the National University has no more than 04 Vice Presidents.
