On December 27, 2016, the Government of Vietnam signed and promulgated Decree 170/2016/ND-CP regulating the publication, reception, processing, and transmission of maritime security information.
According to the provisions of Decree 170/2016/ND-CP, maritime security levels are divided into three levels, specifically as follows:
- Level 1: This is the normal level, requiring the implementation of minimum security measures under normal operating conditions of ships, mobile rigs, or port facilities.- Level 2: This is the heightened level, requiring the implementation of higher security measures during times of heightened security risk to ships, mobile rigs, or port facilities.- Level 3: This is the exceptional level, requiring the implementation of exceptional security measures during times when a security incident is likely or imminent for ships, mobile rigs, or port facilities.
